Born in Sabana Perdida, Dominican Republic, and raised in Villa Mella, Santo Domingo. Kevin migrated to the United States in 2009. His early education began in the Dominican Republic at Parroquial Santa Cruz, followed by secondary education in the United States at Easton Area High School in Pennsylvania.
He later attended Keiser University in Tampa, Florida, where he earned placement on the Dean’s List during his studies.
Kevin is the original architect and creator of Meta-OS, an operating-system-level control plane designed to govern how artificial intelligence is deployed, isolated, and executed inside real-world environments. Meta-OS enables the installation of Autonomous Domain Intelligence Systems — persistent, sandboxed intelligence systems that operate independently of any single model, vendor, or interface.
He founded Core Intelligence Inc. to formalize this architecture as enterprise-grade infrastructure, replacing prompt-based workflows and fragmented AI tools with a governed, installable intelligence framework. Under his leadership, the company focuses on deploying intelligence as infrastructure across enterprise, government, and regulated environments.
Today, Kevin leads Core Intelligence Inc., focusing on the deployment of governed intelligence systems as durable operational infrastructure for enterprise and regulated environments.
