Kevin Payano is the architect and inventor of Meta-OS — an operating-system-level AI control plane designed to govern how artificial intelligence is deployed, isolated, and executed inside real-world environments.
Meta-OS enables the installation of Autonomous Domain Intelligence Systems (ADIS) — persistent, sandboxed intelligence systems that operate independently of any single model, vendor, or interface.
This architecture separates the intelligence engine from the control layer, transforming AI from session-based tooling into durable operational infrastructure.

Kevin founded Core Intelligence Inc. to formalize this architecture as enterprise-grade intelligence infrastructure.
The company deploys governed, installable intelligence systems across enterprise, government, and regulated environments — replacing fragmented AI tools and session-based workflows with durable intelligence infrastructure.
IV. Founder Background
Born in Sabana Perdida, Dominican Republic, and raised in Villa Mella, Santo Domingo, Kevin migrated to the United States in 2009.
He attended Easton Area High School in Pennsylvania and later Keiser University in Tampa, Florida, earning placement on the Dean’s List during his studies.
His work reflects a long-term focus on structural systems, autonomy, and intelligence architecture.
